I have a set of AP1 712s in stock steel (1/2" long, swingweight D5). Is it possible to reshaft these to either GD 65i or VS-Proto 75 and maintain at least a D3 swingweight (1/2" long)? Or are the heads used in steel shaft sets weighted differently from those used in graphite shaft sets.

The DG 300's are about 127 to 130 grams. And the VS-proto 75 are about 75 grams at the heaviest and the GDI's are lighter than that.

That would definitely throw off the swingweight..

If you had the exact same length, the graphite shafted clubs would be about D2. Heads are the same. Generally they make graphite shafted clubs 1/2" longer than steel. If you wanted to maintain a D4 swingweight, change the grips from the standard 52g Crossline or Tour Velvet to Winn Excel RF (43g).
