Is there any hope the USGA/RNA will reverse their plan to roll back the golf ball?

I wouldn’t bet on it. They need to move soon if they do. The 2 year cycle at Titleist means the 2027 release will be the last prior to the 2028 events.
What will be happening if the PGA Tour decides to not follow along. That is the rumored position now. Augusta is for it, the 2 opens are for it, not sure if the PGA (not Tour) Championship will be. Should be as much fun as when the R&A used a smaller diameter ball.

Only USGA/R&A sanctioned events along with local rules (i.e. Masters) will require the balls. Non-urethane and lower compression urethane balls may already pass testing. This will be a nightmare to see what is allowed.

How simple would it be to restrict driver length or ban them in competition for course up to 7200 yards for competitive events? If the athletes make a mockery at 7500 yards, extend the restriction. Doesn’t cost any investment by the manufacturers to comply. And I can keep my 45 inch driver and not give up what amounts to a full club in distance loss across an entire hole. It’s not just 5 yards off the tee.

Not likely. Possibly bifurcation. In any case, stock up on the current ball. If stored at room temperature, they'll last indefinitely.
