  1. Is it optimal to hit down on a golf ball with a driver if you have a swing speed over 115? Something I heard and was looking for some input

It could be possible, although every teaching pro that I have ever encountered, taught to hit the driver on the upswing.

It's optimal to hit the sweet spot consistently. Launch angles matter.
How one gets there is highly variable.

You want to hit up on the ball with the driver and have a positive attack angle.
  5. I just saw an article where the PGA "tour players hit downs on their driver (attack angle -1.3 degrees), resulting in a launch angle of about 10.9 degrees." Average driver speed 113mph and ball speed 167mph.
LPGA players hit up on the driver (attack angle +3 degrees) and launch angle 13.2 degrees.
Most of us don't have PGA tour swing speeds so would be better to swing up.
