I always go with the handicap index, much easier to remember,, especially since I have started playing the tips more often.

If you use your course hcp, then you need to specify what course and tee, because that number changes depending on what course and tee.
but for somebody that doesn't know that course and tee you have told them nothing.
The hcp index does not require any other information.

I normally state my index, it is easier to remember since your course handicap is based on the tees you are playing.

I go with the Index. That is what your handicap really is. You then apply it to the specific course and tees.

If in casual conversation, I use my index. Of course, on the 1st tee before a match, I use my course handicap as a result of applying the index to the appropriate tee from which I'll be playing.
